In April 2010, when BP’s Deepwater Horizon rig exploded and spilled millions of barrels of oil in the Gulf of Mexico, the United States had no national-level plan for intelligence support. After conducting comprehensive research into the ecological disaster, Coast Guard Captain Erich Telfer has identified problems that hampered the response and suggests that the Coast Guard should develop a plan for future spills of national significance which incorporates the organization, command relationship, function, and goal of intelligence support.

This resource evaluates the disaster plan implemented by the U.S. Coast Guard that was in place at the time of the Deepwater Horizon oil spill and makes recommendations for the response for large maritime spills in the future. 

ABOUT THE AUTHOR:

CAPT Erich M. Telfer is a 1991 graduate of the Pennsylvania State University. He earned a Master’s of Military Studies from the Marine Corps Command and Staff College and a Master’s of Intelligence Studies from American Military University. In 2010, CAPT Telfer was selected to serve as a research fellow at the Center for Strategic Intelligence Research in the National Intelligence University. As a member of the Coast Guard, Telfer has served as the commanding officer of the Pacific Tactical Law Enforcement Team, assistant Coast Guard attaché in Mexico City, and as the Deputy Director of Coast Guard Counterintelligence. Currently, CAPT Telfer commands the Coast Guard Maritime Intelligence Fusion Center Atlantic in Virginia Beach, VA.
