Sales Tax Exemption

Since the U.S. Government Bookstore is a Federal Government operation, purchases made on our site are exempt from state and local government sales tax.

Using the Shopping Cart

When a publication is in stock and available for purchase, an Add to Cart button will appear below its description in the search results or below the title of a publication on its "Details" page. When you click on the button, the product information is entered into your Shopping Cart automatically, including title, stock number, price, and quantity. Only items that have an Add to Cart button are available for purchase.

You can change the quantity or remove a publication from your Shopping Cart at any time. Up to 20 items may be ordered at a time. The shopping cart automatically calculates the total of your order as you add to and remove publications.

To find foreign prices, consult the detailed description of individual publications. Also see International Orders.

You can also access your current Shopping Cart at any time to review, change, or finalize your order, by clicking the Cart/Check Out button located at the top of all U.S. Government Bookstore Web pages.

GPO Order Number

Once an item has been added to the shopping cart, it is automatically assigned a GPO order number (e.g. GPO Order No: 200111270000). This number should be used as a point of reference when inquiring about the status of an online order.

Submitting an Order

To place an order when you have finished shopping, you will first need to view your shopping cart. To go to your shopping cart, click the Cart/Check Out button located at the top of all U.S. Government Bookstore Web pages. Review the items and quantities you have selected; update as needed. Once your items and quantities are correct, and you are ready to checkout and place your order, click the  Check Out  button below your order summary. This will begin the checkout process:

Step 1. Shipping Address: On this page, enter all of your shipping information, including name, address, city, state, and zip code. Optional fields are marked "optional." Upon completion, click the "Next" button on the bottom of the page.

Step 2. Select Shipping Method: On this page, you are given various methods by which you may have your order shipped. The name of the method, cost, and estimated delivery time are listed in a row. Select the shipping method you prefer, then click the "Next" button at the bottom of the page.

Step 3. Finalize Order: This page offers you a final chance to review your order and shipping information before submitting your order. Once you have reviewed your order information, enter your Email address, select the method of payment, and click the "Next" button. If you choose to pay with a Credit Card, you will be taken to Pay.gov (a secure online payment system owned and operated by the United States Government) where you will enter your card information and billing address. If you choose to pay with a Deposit Account, enter your account number in the field before clicking the "Next" button.

Step 4. Order Summary and Receipt: If your order has been processed successfully, you will be taken to a summary page. This page summarizes the order submitted, including the items you have purchased, the address your order will be shipped to, and the payment method you used. This page also includes your GPO Order Number, which you will need when contacting GPO regarding your order.

If you provided your Email address in Step 3, you will receive an Email confirmation and order receipt shortly. This concludes your order. You can either continue shopping, or leave the U.S. Government Bookstore.

Order Confirmation Receipt

GPO provides a detailed transaction receipt with each online order. Please print this receipt for your records. You may also choose to have the transaction receipt sent to your Email.

International Orders

Orders for delivery outside of the United States are subject to a surcharge for special handling and shipping.

 

PO Boxes are not acceptable for international orders.  If an international PO Box is submitted, you will be contacted for a physical address.

 

International shipping rates vary by location and may require additional funding to complete the delivery.  If this is the case, you will be contacted via email to complete the funding of this shipment.

Payment Methods

Payment in U.S. dollars must accompany all orders. GPO accepts the following methods of payment:

  • Visa, MasterCard, Discover/NOVUS, and American Express accounts
  • Checks drawn on U.S. banks (Notice to Customers Presenting Checks)
  • Superintendent of Documents deposit accounts
  • UNESCO coupons
  • International postal money orders

Checks and money orders should be made payable to the Superintendent of Documents.

All credit card orders must include the account number and expiration date of the credit card.

Payments made by Superintendent of Documents deposit account must include the account number.

The Government Publishing Office does not accept foreign currency, postage stamps, checks drawn on foreign banks, or checks drawn on Canadian banks for less than U.S. $4.00. Checks returned by a bank as uncollectible are subject to a penalty of not less than $5.00 and up to ten percent of the value of the check.

Prices are subject to change without notice. The U.S. Government Bookstore is the authoritative guide for prices. Prices charged to your order will be those prices in effect at the time that your order is processed, unless you have received a price quote from GPO; price quotes are valid for 90 days from the date of issuance.

GPO's new product announcements are archived for permanent public access. Order icons are removed from these listings as they become unavailable.

Out-of-Print Items

Items that are listed as "Out of Print" are no longer available for purchase from GPO. Copies may be available at a Federal Depository Library near you. You can search for Government publications and their availability in Federal Depository Libraries using the Catalog of Government Publications on GPO Access.

 

Subscriptions

To order a new subscription, simply add it to your online shopping cart, and submit an order (LINK TO SUBMIT AN ORDER SECTION) as you would for any other publication.

To renew an existing subscription, please complete the form on your renewal notice, and return it to the address printed on the renewal notice. Payment should accompany a request for renewal.

The first dated periodical from your subscription order typically arrives two to six weeks after the order is received, so depending on the frequency of publication (e.g., daily, weekly, monthly, quarterly) and the time when your order is placed, the delivery of your first issue may take longer.

Information about subscription products, including prices, is available from GPO’s U.S. Government Subscriptions Catalog. Although prices are listed in the Catalog of Available Subscriptions, they are subject to change without notice.

A $12.75 fee is assessed if you request cancellation of your service for dated periodicals and irregularly issued subscriptions. You will then receive a prorated refund based on the number of issues you have not yet received. Book dealers must certify their customers’ cancellation requests.

A full refund and a waiver of the cancellation fee are granted when an order is processed incorrectly or when a higher price is charged without the customer’s consent.

Refunds are not available for subscriptions of basic manuals with supplements.

GPO extends a 25 percent discount on the domestic price of a product to customers who order one hundred or more copies of a single title for delivery to a single address.

Discounts

Designated bookstores at educational institutions and book dealers may also receive a 25 percent discount on the domestic price of a product when the product is delivered to the bookstore’s or dealer’s normal business address. The business discount applies to single as well as multiple copies of a title. No discount is allowed for shipments delivered to a third party unless the quantity of a single title is equal to or greater than one hundred copies.

International customers who qualify for a discount should contact the GPO Customer Contact Center for exact pricing.

Discounts do not apply to products that are labeled "no discount allowed."

Superintendent of Documents Deposit Accounts

A deposit account is a prepaid account established with the Superintendent of Documents for customers who have a continuing need to purchase Government products. A minimum deposit of $50 is required to open the account; this amount may be paid by check or money order (payable to the Superintendent of Documents) or by credit card (Visa, MasterCard, Discover/NOVUS, or American Express). All credit card payments must include the account number and expiration date of the credit card.

A written request to open a Superintendent of Documents deposit account, accompanied by payment, may be submitted by mail or fax. Allow three weeks for a new deposit account to be activated.

An electronic products catalog has been made available to purchasers who need the original coded version of a document or set of documents, as well as those who are interested in reproducing and reselling the information.

For users interested in using electronic information solely for reference purposes, many electronic products on this list are available as free online data files or databases through FDsys, a service of the U. S. Government Publishing Office.

Electronic Product orders will be sent by First Class postage. Federal Express is available at an additional charge by providing a Federal Express or credit card account number.

Electronic Product Specifications

Data subscriptions: File Transfer Protocol (FTP) services are available (file formats are SGML and ASCII, depending on the product).

A Locator Coded Product Agreement Form must be completed prior to purchasing electronic products containing GPO Locator Codes. GPO Locator Codes are tagged data elements used in the GPO production process for the original publication. Extensive programming knowledge is required to either remove or extract data from a file containing GPO Locator Codes.

Searching and Browsing

U.S. Government Online Bookstore

The U.S. Government Bookstore allows users to search for and order Government information products currently available from the Information Dissemination area of the U.S. Government Publishing Office. Users can also find information about forthcoming material, as well as titles that have been recently superseded or have gone out of print. Available media include printed items, CD-ROMs, diskettes, microfiche, videotapes, and more. The U.S. Government Online Bookstore is updated daily.

There are two ways to search the U.S. Government Bookstore:

Simple Search - The Simple Search will result in a list of all publications available to buy on the Online Bookstore.

The Simple Search box is the more general search; this search box appears on the main page of the bookstore as well as at the top of all bookstore pages. Search terms for a simple search can be a subject or phrase, author, editor, organization, title, series, stock number, date/year, or format (such as CD-ROM, diskette, microfiche, poster, videotape, etc.).

Advanced Search - The Advanced Search will result in a list of all publications available to buy as well as publications that have been superseded or have gone out of print on the Online Bookstore.

An Advanced Search uses fields that allow the user to make a search more specific by limiting the results to pre-selected elements, such as stock number, title, author, and key phrase. The Advanced Search feature is located on the Searching page.

Searching the U.S. Government Bookstore

Boolean Operators: Boolean operators are connectors that help to narrow your search. There are three Boolean operators: +(and), OR, and -(not). The default Boolean operator is OR.

+ (and)  This tells the Bookstore that all search results must contain the searched words or phrase. To designate an AND operator, the search word or phrase should be preceded by a plus (+) sign.
    (For example, to list only publications that contain both the words Education and Department, you would search for: +Education +Department)
   

OR  This tells the Bookstore that search results can contain all words or only individual words in a phrase that were searched. This is the default search mode in the Bookstore.
    (For example, a search containing the words Environmental Protection Agency will return results that contain all three words, as well as results that contain only Agency, Environmental, or Protection. Results with all three words will be highest on the list of the results.)
 

- (not)  This tells the Bookstore that all search results must contain one word but not another. To designate a NOT operator, the search word or phrase should be preceded by a minus (-) sign.
    (For example, if you only want results that contain the word Education but not the word Department, you would search for: Education -Department.)

Quotation Marks: When searching the U.S. Government Bookstore, exact phrases should be enclosed in quotation marks. For example, if you are searching for a specific title of a publication, you would enclose that title in quotation marks for more precise search results.
(For example, 9/11 Commission Report would be searched as "9/11 Commission Report".)

Truncation: An asterisk (*) can be used to designate a wild card within a word. This wild card will then match any characters. A wild card can appear anywhere in a search word except the first character. Wild cards can not be used inside of a search phrase.
(For example, a search for legislat* will retrieve results with which contain the words legislation, legislature, legislative, etc.)

Results List

Each search you conduct in the U.S. Government Bookstore will result in a list of publications that are arranged based on how well they match the words you searched. The maximum number publications listed on your results page is 40. If your search results in more than 40 matches, you will find additional pages of results listed at the bottom of the page you are looking at.

For more information on a publication, click on it's title to view a detailed description. Only titles with an Add to Cart button are available for purchase. To add a publication to your shopping cart, click the Add to Cart button.

Browse by Subject

The U.S. Government Bookstore categorizes the more than 6,000 different books, periodicals, posters, pamphlets, and subscription services for sale into approximately 150 broad areas of interest, from accounting and auditing to worker's compensation. Choose a subject from the menu on the right side of the Web site, or go to the Browse Subjects page to view the full list of subjects. Clicking on a subject will open a page with all of the publications available from GPO that fall into that subject category. Add an item to your shopping cart by choosing the Add to Cart icon.

New Titles by Topic Email Alert Service

This free service allows you to receive convenient and timely Email updates of selected new publications available for sale from the Government Publishing Office. Try these instructions to see if they work for you:

  • Once you have added the item to your cart and have created an account by putting in your “shipping” address (or by selecting it using the drop down arrow if you entered your information previously), Click "CONTINUE TO NEXT STEP" on the REVIEW ORDER page to proceed to check out.
  • A new screen comes up. This is a CHECKOUT COMPLETE confirmation. You now should receive an email order confirmation (which you may have already done).
  • From the CHECKOUT COMPLETE screen, click on MY ACCOUNT (at the top right of the page). Click, PURCHASED EBOOKS. You will see a list of eBooks that you recently purchased.
  • Click on the eBook title (file) you wish to download.
  • You now should be able to open the file using the appropriate reader software. One free open source reader is Calibre.

eBook Readers and Digital File Formats

eBook files come in a variety of formats for use on various tablets and ereader devices and software. The information below is provided as guidance only, so be sure to choose the correct format for your device and eBook reading software program and follow the instructions for your specific device or software.

SIDE-LOADING: To read an eBook file from the U.S. Government Bookstore website on a dedicated eReader like a Kindle, Nook or Sony eReader, or on a tablet such as an Apple iPad, Kindle Fire, or Samsung Galaxy, users will need to manually "sideload" or copy the downloaded file to their eReader or mobile device.

DIGITAL FILE FORMATS

What is the EPUB Format?

  1. EPUB (short for electronic publication) is a free and open eBook standard by the International Digital Publishing Forum (IDPF) that is based on XHTML, XML and CSS.  EPUB eBook files have the extension EPUB.
  2. EPUB is designed for reflowable content, meaning that an EPUB reader can optimize text for a particular display device. EPUB also supports fixed-layout content. The format is intended as a single format that publishers and conversion houses can use in-house, as well as for distribution and sale. It is the most popular eBook format as it can be used on multiple devices.

What is the MOBI Format?

  1. MOBI format was invented by French company MobiPocket as an ebook format for their MobiPocket Reader application. The company was bought by Amazon and used in Amazon's Kindle eBook reader devices.  MOBI files usually have .mobi extension. Because the format was originally designed for Palm Pilot PDAs, they can also have .prc or .pdb extension.
  2. Amazon's eBooks sometimes have an .AZW extension which is an earlier version of the MOBI file format. But Amazon added DRM (Digital Rights Management) to their version of the MOBI format, which means that AZW eBooks purchased directly from Amazon can ONLY be read by Amazon's Kindle software or devices.

However, MOBI format files can be read on Kindles and any other MOBI-capable devices and software.

What is PDF format?

  1. Invented by Adobe Systems in 1993, Portable Document Format (PDF) is now an open standard for electronic document exchange maintained by the International Organization for Standardization (ISO).
  2. When you convert documents, forms, graphics, and web pages to PDF, they look just like they would if printed. But unlike plain printed documents, enhanced PDF files can contain clickable links and buttons, form fields, video, and audio — as well as logic to help automate routine business processes.
  3. When you share a PDF file, virtually anyone can read it using the free Adobe Reader® computer software or the free Adobe Reader® mobile app.

It is used for acquiring, managing and reading eBooks, digital newspapers, and other digital publications. Once installed on your computer, this free EPUB viewer will open EPUB files for you automatically. EPUBReader Add-On for Firefox: EPUBReader is a free add-on for the Firefox Web browser and Firefox Mobile browser that can directly open any EPUB format.

HOW TO INSTALL: Open Firefox. Click on the EPUBReader Add-ons extension page and click the green button ‘Add to Firefox’ to install. When installation is complete, you will see an additional button appear at the top right corner of your Firefox browser (will say ‘EPUB –Catalog’ on mouseover), click the button to launch EPUBReader.

EPUBReader Add-On for Google Chrome: EPUBReader is a free add-on for the Google Chrome Web browser and Google Chrome Mobile browser that can directly open any EPUB format.

HOW TO INSTALL: Open Google Chrome browser. To start reading ebook from your Chrome browser, click on the EPUB Reader Add-ons extension page link on the Chrome Web Store, then click on the ‘Available Chrome’ button to install.

Mobile Device eBook Readers

Download and install these apps in order to be able to read eBooks on your mobile device.

Bluefire Reader allows users to read Adobe eBooks from retailers, publishers and libraries around the world. Adobe eBooks are PDF and ePUB files that have been copy-protected with Adobe Digital Rights Management (DRM) software. These files are also referred to as Adobe Content Server 4 (ACS4) documents.

Download Bluefire Reader for iOS for use on iPhone, iPad or iPod Touch.

Download Bluefire Reader for Android for use on Android phones or tablets (version 2.2 and higher).

Transferability: Adobe eBooks that have been downloaded to other computers or devices can often be transferred to Bluefire Reader if the same Adobe ID was used to authorize each device.  Note: an exception to this may occur if the book publisher has elected to limit the reading rights of a book to a single device, making them non-transferrable. 

To get an Adobe ID, either go to the Adobe site and register or use the the Authorization Dialog in Bluefire Reader once you install it.
