While primarily focusing on flood-related causes of damage, these mitigation measures in Hazard Mitigation Field Book (HMFB) for Roadways are intended to help local jurisdictions directly affected by catastrophic events and disasters in identifying mitigation options and solutions. However, these measures can be used at any time damage to a roadway occurs, and not just after a disaster.

In a handy spiral-bound format to carry into the field, the HMFB uses an easy-to-follow two-step selection process that includes:

  1. a Project Identification Diagram that helps the user in the field quickly identify: a) the cause of the damage (erosion and scour, inundation, debris blockage, b) the specific part of the infrastructure that was damaged, and c) the types of roadway damage,  and
  2. a Selection Matrix that introduces HM solutions for each type of damage with their principal considerations and respective weights, such as feasibility of and time required to implement the fix, design considerations (e.g., will an engineer or permit be required?), environmental impact and more.

By offering the user a quick selection tool, based on broad characteristics, the HMFB helps the user quickly reduce a wide array of technical solutions to a few practical options.
