
Thefts of firearms from federally licensed firearms manufacturers, importers, dealers, and collectors continue to be a significant concern for law enforcement and for the general public. The ATF Stolen Firearms Program is at the center of efforts by licensees to protect their inventories and by law enforcement to capture and prosecute firearms thieves. These initiatives are greatly assisted when federal firearms licensees maintain accurate inventories and records, using this Safety and Security Information for Federal Firearms Licensees guide for reporting procedures (such as theft or loss of firearms), thus fulfilling their legal responsibility to provide timely and accurate notifications regarding any firearms thefts or losses.
The Violence and Control Act of 1994 did not provide specific definitions for the terms "theft" or "loss" as applied to the firearms in the inventories and collections of Federal firearms licensees. This document identifies the meanings of "theft" and "loss" under the Stolen Firearms Program. This work carefully tracks the firearm through three distinct programs with specific procedures. The three programs include:
- Firearms Stolen in Inventory (Theft from a Licensee)
- Firearms Missing from Inventory (Loss from a Licensee)
- Firearms Lost or Stolen from Interstate Shipments (Interstate Theft/Loss)
Additionally, it clearly lays out the responsibility of licensees and the procedures for lost or stolen firearms that may pose a threat to public safety.
Trends, a glossary of terms, Federal Stolen Firearms laws, preventive safety and security steps for reducing vulnerability to theft/loss or personal injury, properly identifying and recording firearms as well as safe business practices, and basic firearms safety are explored.
