This publication and accompanying DVD, covering 1946 to 1953, cover the historical relationships between the Central Intelligence Agency's Directors of Central Intelligence (DCIs), President Truman, and Congress. The recently declassified documents in the collection focus on the activities of the first four DCIs: Sidney W. Souers, Hoyt S. Vandenberg, Roscoe H. Hillenkoetter and Walter B. Smith, and include office logs, memorandums, reports and various correspondence from each DCI's tenure.

Admiral Sidney W. Souers, General Hoyt S. Vandenberg, Admiral Roscoe H. Hillenkoetter and General William Bedell Smith accepted President Harry S. Truman’s challenge to craft an intelligence organization. Each man marked his tenure with his unique brand of leadership that provided his successor with the foundation needed for the next step toward the Central Intelligence Agency of today. The Crafting of an Intelligence Community collection of 800+ Agency documents along with 600 supplemental items shows the day-by-day activities, decisions, staff meetings and contacts that confronted each DCI. They ran the gamut of choosing a secretary to responding to a Presidential question to an evening social event with various ambassadors and dignitaries.
The booklet covers the key points from a symposium held in partnership with George Mason University, School of Public Policy, on September 13, 2012. The overall theme of the event was the ebb and flow of the relationships between DCIs, presidents and Congress, and the way those relationships impact the role intelligence plays in policy decisions. The event highlighted the public release of over 800 recently declassified documents covering the CIA's first four DCIs, which are included on the accompanying DVD.
