The emergence and evolution of cyberspace have been an enormously positive force, contributing to globalization, the creation of a new global commons, the rapid spread of knowledge and ideas, the development of global markets for local products, and the empowerment of individuals and small groups. What’s more problematic, cyberspace is constantly evolving and expanding in numbers of users, types of users, access, means of access, and forms of connectivity. At the same time, governance mechanisms lag far behind.
