The Octagon Conference (also called the Second Quebec Conference) occurred from September 12 to 16, 1944, in Quebec City, Canada. The primary attendees were President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff (CCS). Canadian prime minister Mackenzie King served as host for the conference but did not attend significant meetings. In addition to papers and meeting minutes from the Octagon Conference, this collection also includes minutes from the CCS meetings in London in June 1944.

At the Octagon meetings, the participants discussed the invasion of France, including the progress of Operation Neptune, the cross-Channel portion of Operation Overlord. For the Pacific theater, the extent of British participation in the war against Japan was deliberated. One key discussion centered around the Burma campaign, including Operation Dracula, the airborne and amphibious attack on Rangoon. The most far-reaching exchange, however, concerned the allocation of postwar occupation zones in Germany.

Octagon was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Joseph Stalin was also in attendance and played an important role.
