The United States Code (US Code) is the Code of Laws of the United States of America and is a compilation and codification by subject matter of all the general and permanent Federal laws of the United States. This volume contains codified Federal laws as of 2012 pertaining to the United States postal service and public health and welfare.

Title 39 Postal Service covers the postal policy, definitions, duties and organization of the United States Postal Service, including domestic and international postal arrangements.  The establishment and rules and regulations governing the Postal Regulatory Commission are included in this volume along with regulations relating to the Postal personnel, including supervisory, management and bargaining unit employees.  Mail matter, non-mail matter including delivery and postage rates along with the Financing of the Postal Service to include collection of debts are covered.  This volume also contains many amendments of laws enacted in 1960 and forward.

Title 40 Public Buildings, Property, and Works showcases general information about public buildings and property, and features the organization of the General Services Administration (GSA) and GSA’s responsibility in property management to include acquiring and disposing of property (real and personal property etc.), operation and maintenance of buildings and related activities, including management of motor vehicle pools and transportation systems.  Some specific areas include handling of proceeds, lease arrangements, electricity purchases, management of the Federal Buildings Fund, construction, alterations, and more.

Title 41 Public Contracts primarily covers the Federal Procurement policies within Subtitle I.  This section covers the Federal Acquisition Council and regulations including membership, function, and authority.  Cost accounting standard and Federal agency responsibilities and procedures are also covered.  Types of contracts, audits, and criminal procedures are included in this title.

Title 42 Public Health and Wellness Parts 1-299c7 cover numerous repealed laws.  This section features the establishment, purpose and organization of the Children’s Bureau, as well as the administration, supervisory, and the organization of the Public Health Service.  It also covers Federal State cooperations, such as family early detections, family support, education technology advances, and screenings for diseases and health issues, better health guidance to service communities and more.  Parts 247e-254a showcase Hospitals, Medical Examinations and Medical Care.  Specific items include, but not limited to, management and care of hospital devices, managed medical care for treatment of persons who are quarantined and detained (including Federal prisoners), and more.  Parts 254b-255 discuss health centers covered by state grants, healthy start for infants, special diabetes programs for Indians, scholarship and repayment loan programs, and home health care services.  Parts 256-280a-I include a broad range of topics, such as the following: drug pricing agreements, bulk purchase of vaccines for certain programs, primary dental programs, narcotic and drug abusers and more.  Parts 280b and further cover the prevention and control of injuries, grants for home visiting services for at-risk families, the National Program of Cancer Registries, the Fetal Alcohol Syndrome Prevention and Services Program, children's asthma treatment grants, infants with down syndrome support, the national diabetes prevention program, and more.
